Phen is a minor spirit revered across the labyrinthine terrain of High Rock and wastes of Hammerfell. Within myth there is a tale of Phen being born out of the raging spirit of S'ephen, split from the chaotic aetherium that breathes through the wilds of Tamriel. Phen of Ephen is neither wild nor dead, yet is instead a formless and irrevocable spirit to which the laws of turmoil is bound. To bind chaos to itself is order, yet in that order there can exist nothing but chaos. This is the spirit of Phen; the Bound Contradiction.
Out of the three major races that hold reverence to Phen, Bretons are the most fervent of the bunch. Recognition of Phen can be found in almost all corners of the Rock, though not nearly as revered as their primary pantheons. To the Bretons Phen is a chaotic force of protection, though what exactly he is protecting vary wildly based on the seasons, as well as the unknowable whims of the god. Phen does have a place among the Horsetribes of the Bjoulsae as well. The tribes know Phen as a spirit of protection and warding from nature's turbulence, an interpretation that Redguards have adopted to a degree. It's believed that certain Reachmen tribes have also taken Phen and Ephen into their pantheons, but what their view of them have been particularly difficult to find out as they haven't made obtaining that knowledge any easier.
During the Interregnum it is said that Phen worship was at its peak. Phen and Ephen were both worshiped as major gods throughout the provinces of High Rock, Hammerfell and within the Mourning Hold in Morrowind. However, Phen's popularity has waned over the centuries as has his proverbial father's, Ephen. Today there only exists small shrines and monuments to Phen scattered across High Rock and Hammerfell. Any worship of Phen left is entirely relegated to Ephen's cult. Still many Shelters of Phen can be found dotting the Illiac Bay along with much of High Rock. Some of the larger Shelters of Phen have even been known to been minor trading hubs between the Horsetribes and the outside world over the years. Alas, whether Phen's worship in the civilized world will survive the upcoming centuries does not look promise.
